Joshua Steele Kelly

From Representative Kelly

My campaign in 2017 delivered literature to over 95% of registered voters in District 3, and I knocked on a total of over 1,500 doors as part of my outreach. I've very much enjoyed my time getting to know the people of Waterford throughout this process, and I have already begun to act on the concerns of residents that were brought to my attention at that time. While I may disagree with the opinion of residents on some issues, it is my duty to represent your interests and to serve as your mouthpiece on the RTM. Regardless of your party affiliation, and regardless of how you feel about my platform, please know that I will always be here to help and serve you as best I can as a town official. Together, we can give Waterford direction and inspire a vision for the future.

Yours truly,

-Josh Kelly

Legislative Proposals

A major issue that Josh aims to address is the lack of information that is communicated between the town government and the residents of the town. In an effort to ensure that the public can better be aware of, understand, and make their voices heard about actions of the RTM, you will find a list of proposals currently being considered by bodies of the RTM. If you have any questions about these topics, please email Josh at [email protected] Residents of the town are always welcome to attend any meeting of the RTM, including committee meetings.

Public Offices, Past & Present

As of 2018

Representative Town Meeting, D3

2017 - Present

Josh was elected to Waterford's Representative Town Meeting on November 7th, 2017, as the highest vote-getter in the race. He was joined in his victory with the success of six other Green-endorsed candidates, four of whom were also the highest vote-getters in their respective races. The win is historical for the Waterford Greens, who now hold the record for the largest proportion of a legislative body to be held by the Green Party in New England history. Josh is also proud to have been endorsed by the Waterford Democrats, NARAL CT, AFSCME Council 4, UAW Region 9A, AFT Connecticut.

As a part of his time on the RTM, Josh serves as the Chairman of the body's Legislation & Administration standing committee and sits on the town's Long Range Fiscal Planning Committee.

Justice of the Peace

2017 - Present

Josh was appointed as a Justice of the Peace for the State of Connecticut in January, 2017. A Justice of the Peace is a local officer of the judicial branch empowered to try minor cases, recommend cases for trial, and perform civil ceremonies, such as marriages and oath taking. For more information about performing marriages, please click here.

Conservation Commission, Alternate

2016 - Present

Josh was appointed by the Waterford Board of Selectmen as an alternate to the town's Conservation Commission in 2016. The Commission focuses on deliberating over project proposals that may affect or alter inland wetlands or other key natural resources. He was reappointed to a five-year term in 2017.

Zoning Board of Appeals, Alternate

2015 - 2017

Josh was elected as an alternate to the Zoning Board of Appeals as a Green with over 2,000 votes in the 2015 municipal elections. The Zoning Board of Appeals hears appeals from residents regarding zoning regulations, evaluates requests for interpretations, and approves or denies dimensional and use variances. For more information about these processes, please contact Josh or the Waterford planning and development department.
